T e plenum approve The 5th Plenum of the 17th CPC Central Committee completed its meeting in Beijing on October 18, 2010, on which the outline for China’s 12th Five Year Plan was adopted, guiding the economic development of China from 2011 to 2015. T e plenum approved the outline for the plan, entitled T e Communist Party of China (CPC) Central Committee’s Proposal on Formulating the Twelfth Five-year Program (2011-2015) on National Economic and Social Development. T e formal plan will be drafted on the basis of the Proposal and will be submitted for approval at the next meeting of the National People’s Congress, scheduled for March 2011. T e plan promises that 2011 to 2015 will focus on solving China’s economic bottlenecks, as well as raising incomes. Restructuring the pattern of economic development and enlarging domestic demand will be the strategic principle for China’s fast, smooth development in the next 5 years. Also, “the plan would deepen income distribution reform, increase incomes for farmers and urban low salary earners to support enlarging domestic consumption. Improving people’s livelihood would be a fundamental goal. T e Plan would take more active employment policies and provide more jobs.” said Xu Xianping, vice director of the National Development and Reform Commission. “T e plan would promote coordinated development between urban and rural areas. Migrant workers must gradually be given urban residence and a large population of farmers must enjoy the results of reform,” Xu added. China also eyes to boost the development of the strategic emerging industries in the next fi ve years, including energy conservation and environmental protection, information technology, biology, advanced manufacturing, new energy, new material and new-energy automobiles.
