中国农民合作问题研究

内容摘要：分工是产生合作的基本前提；但分工并不必然会导致合作或有效合作的产生，这里关键取决于合作收益的分配制度建设。中国农民合作难，既是一个真命题，也是一个假命题。从经济层面看，中国农民合作化建设的重点应在流通领域；他组织应成为中国农民合作化建设的主要手段；政府应成为推动农民合作的主要力量；中国农民合作建设的一个重要任务就是要完成从以血缘为主的传统合作形式转向符合社会化大生产的现代合作形式（不再以血缘为主，而是以契约为主）；法治化是推动农民合作建设的必要制度条件；以文化创新推动中国农民的合作化建设；以民主化推进合作化；大力加强中国农民的诚信建设，这是解决中国农民合作难的一个重要手段；另外，要建立和健全利益分配制度。未来中国乡村合作模式的选择应立足于社区自治。

Abstract: Division of labor is the basic prerequisite of cooperation,but it cann’t cause efficient cooperation certainly.The key is the construction of allocation system of benefits produced by cooperation.Tt’s difficult to cooperate for Chinese peasants.This is a true topic as well as a false one.To study from economic aspect,the priority of Chinese peasants cooperation construction lies in circulation field.Other organizations must be the main means and governments must be the main promoting forces for Chinese peasants cooperation;To achieve the transition from the traditional cooperative means that based on blood relationship to new means based on contract is one mission of Chinese peasants cooperation construction.And it’s accords with socialized mass production demands.Legalization is the essential system conditions to promote peasants cooperation;Both culture creation and democratization can promote the construction of Chinese peasants cooperation;To enhence the credit system of Chinesn peasants is also a important way to resolve the difficulties of Chinese peasants cooperation;In addition to these,it’s essential to establish and strengthen allocation system of benefits.
