【摘 要】 本文通过研究桂林市土地管理的现状、业务流程、公文流转、基础数据库建设等内容，在多源数据库和多个系统应用成果的基础上，通过采用元数据库和信息服务共享与交换体系的方法和现有OA系统进行集成，详细探讨了国土资源政务业务一体化信息系统的解决方案、开发手段、关键技术和应用成果。首次提出流程化三段式集中制作模式进行应用。实践证明，这种集成方法先进、合理、快速的优点，取得了较好的经济效益和技术成果。
