Abstract
Construction of talents was the key topic in coping with sudden public health events.This paper analysed that at present the human resources was confronted with a number of problems，including lack of the workers，lack of high-quality public health workers，unstable of public health team，traditional education，etc.A series measures were used in order to upgrade the speciality education level of public health workers and improve the ability of dealing with sudden public health events.As a result，the structure，education level and professional title of the public health workers in CDC of the district level seems more reasonable.The continual education wassuccessful.
