贸易自由化趋势下的农产品贸易保护

【内容提要】农产品贸易保护是各国促进农业发展的重要手段，流行于整个20世纪，为各国的农业发展做出了一定的贡献，但也带来了诸多问题。在此背景下，农产品贸易自由化在世贸组织(WTO)的推动下，逐步兴起，但其进展并不尽如人意，依然未能摆脱贸易保护的实质。WTO“千年回合”的谈判，虽然可以推动农产品贸易自由化的发展，但由于各方分歧严重，导致谈判困难重重，在短期内难以打破贸易保护的主导地位。贸易保护和贸易自由化作为现实的主流和发展的潮流，必将在相当长的时期内，在农产品贸易领域并存。
【英文摘要】Trade protection of agricultural products is an importantmeans of promoting agriculture in any country.It was popularin the 20th century and made some contributions to agriculture development,but it also brought some problems.Trade freedomof agriculture products is gradually rising under the WTO,buttrade protection has not been cancelled completely.Althoughthe WTO has pushed the advancement of trade freedom,but tradeprotection is still the mainstay at present.It can be seenthat a breakthrough will rarely appear in a short time.Tradefreedom and protection as two developing teｎdencies will existtogether in a long period of time.
