[摘要] with the publication of the decrees related to individual retirement accounts (plan epargne retraite populaire, alias perp), the french pension reform initiated last year has reached its final stage. has france finally opted for a funded pension system? not really: the pension system will remain mainly pay-as-you-go. the bulk of the reform passed by the french parliament last year was to cut the present value of pensions paid by government-sponsored entities (social security et al.) and to close the gap between private-sector employees and civil servants through longer contribution periods and lower replacement rates.
