Abstract：Formerly, the value investment strategy was regarded as a kind of defenses. Since 2003, the characteristic of the fund industry investment, which can provide high income with low risk, gradually can be realized; the investment idea of the fund industry starts to demonstrate the new investment tendency. In this paper, firstly we analyze the actual state of the fund industry , obviously, what of our fund industry advocate “value investment”idea not only have obvious theoretical and realistic difference with what the west early pursued, but also it has been examined constantly in practice, and been improved gradually. Meanwhile, the guidance function that it plays in the investment strategy of the fund industry is greater and greater. We can obtain the evidence from the outlook and real diagnosis of the investment strategy this year. Therefore, to deepen the “value investment” idea is extremely accord with the long-term actual benefit of our fund industry, and is important to the economic theory and policy practice.
基金作为中国证券市场中重要的机构投资者，其投资思路和操作策略都对整个证券市场有较大影响，而这种影响也将随着基金资金力量的加强而得到强化。因此，对基金的投资理念进行研究，同时对基金的资金动向变化进行持续性的跟踪分析与合理评估，对整个中国证券市场的长远稳定发展具有十分重要的理论和现实指导意义。
一、基金市场的基本态势
在大势相对较弱的市场背景下，2003年成为中国开放式基金赢得市场认同的一年。从近期公布的2003年基金年报中所披露的基本重点财务数据看，在经历连续2年的大面积亏损之后，基金整体效益在2003年得到明显提升，公布年报的104只基金累计实现净收益达到9.29亿元，其中，与2002年具有可比数据的67只基金净收益合计0.21亿元，而2002年这一数字则为-36.35亿元，基金成功地打了一个翻身战，实现扭亏为盈。通过收益水平与风险水平的分析，明显看出我国基金业的投资策略的运作环境发生了变化，投资趋势出现了新理念。根据表一、表二的数据，我们看出2003年基金投资呈现出如下两种态势：
