【英文摘要】There are some root causes for the floating population in the early years of the Qing dynasty.They are the annexation of land by the landlord class,famine and the ravages of war.Emperor Shunzhi forbid the Hans in central China to reclaim wasteland in the Mongolian area so that the migrants might come back to their own land and reclaim it again and thereforewould be a source of taxes and penal labour.This polcy did notconflict with the policy encouraging reclaimation pursued in the inland.The Qing government forbid reclaimation of the Mon-golian land for the purpose of consolidating the Qings regimeand maintain peace in th bordr region.Thus it sometimes forbidmigrantion and sometimes alloued it and sometimes forbid it again.Of course it shows its intention for seperation between nationalities.but more than that is its concern for the Mongo-lian tribes.
