Abstract: Evaluation method on bid quotation is a crucial step in engineering bid, affecting the "impartiality, equality and publicity" of final result. Based on large practice, the spread of lowest bidding price becomes a requirement of market competition and developing direction, which accords with social productivity and the market competition regulation. As a set of corresponding institutions are needed to ensure the popularization of evaluated lowest bid price, the bond institution of engineering pact makes contribution to resolve problems in popularizing lowest bidding price, which promotes the wide application of this method consequently.
