从国家安全及战略高度出发大力发展我国的燃料电池发电技术

【摘要】 本文根据科索沃战争及近年来世界上发生的几次大停电事故给我们的启示,指出以大机组、大电网、高电压为模式的现代电力系统是非常脆弱的,在战争状态下更是不堪一击。并认为燃料电池将是21世纪电力行业的主力军,从现在开始,大机组、大电网、高电压的模式再也不能继续发展下去了。本文还认为台湾局势对大陆电力系统安全运行提出了新的挑战,掌握和发展燃料电池发电技术是事关国家安全和国民经济可持续发展的重大战略问题。建议由国家科技部、国家发展委、国家经贸委牵头,根据国家长远发展需要出发,制订规划,组织有关高等院校、科研院所和国家电力公司、石油集团、石化集团及机械制造等工业部门参与研究开发,集中研究力量,加大经费投入,促进燃料电池发电技术的实用化、产业化。This paper point out that modern power system with large units, large network, high voltageis very wick, especially in urgent situation as shown as KORSOV crisis and large scale power failures occurred recently. Fuel cell will be the main power form in 21th. To research and develop fuel cell is one of the most important issues for our state security and economic continuous development. Give the suggestion about how to organize relative university, scientific research institution, state Power Company, petroleum trades and manufacturing industries together to develop the technology of fuel cell.
