【英文摘要】Through in-depth comparative study on the basic principles ofadministrat ive law of the two western legal systems,the paper reveals thateach of the two systems has its own distinct basic principles ofadministrative law.On the other hand,these principles share some commoncharacteristics and foll ow some universal rules.The basic legal principlesof administrative law coon to all modern western countries can be summedup as the following three principles:legally prescribed administration,proportional administration and administrative justice.These threeprinciples together constitute the basic standards universally observed bymodern western governments in their exercise of power.
