【英文标题】On the control of the principle of administrative rationality over administrative discretion
【内容提要】行政合理性原则主要审查行政自由裁量权在法定幅度范围之内行使得是否合理适当，为法定权限范围内行政自由裁量权的控制提供了依据。本文着重论述了行政合理性原则的功能、对行政自由裁量权控制的具体要求及主要形式构成，特别论述了行政合理性原则在实现权力对权力的合理控制中的重要作用。
【英文摘要】The principle of administrative rationality furmishes the basis for control over administrative discretion within the legal limitation of liability chiefly for use in examination of whether the exercise of any administrative discretion is rational and proper within this legitimate range of responsibility. This paper lays emphasis on a discussion about the functions of the principle of administrative rationality and the specific requirements and main forms and constitutions for its control over administrative discretion, with special stress on the important relationships between the principle of administrative rationality and the forms for control over administrative discretion.
