论抽象行政行为的监督机制

提要：抽象行政行为是当今各国政府进行行政管理的一项最重要的手段。长期以来，由于对抽象行政行为存在不同认识，也由于我国行政诉讼法和复议法一直将部分抽象行政行为排除在司法审查的受案范围之外，我国远未建立起对抽象行政行为监督的有效机制。而对抽象行政行为进行有效的监督正是一个国家实现行政法治的重要标志，因此有必要对此加以深入研究。本文试图分析我国对抽象行政行为监督的现状，结合国外的一些做法提出建立和完善我国抽象行政行为监督机制的设想。

On Supervisory System of Abstract Administrative Act
Abstract：Abstract administrative act is used as the most important means by the governments all over the country. Because of long-term existing different knowledge on it, China hasnt build up effective supervisory system of it. The paper tries to analyze current situation in china, introduce some foreign practices and put forward plans to build up and improve Chinese supervisory system of abstract administrative act.
