【英文标题】Wang Baoming,Professor of Jurisprudence Division inNational Administration Institute.
【内容提要】近年来我国行政立法表现出民主精神增强、立法技术提高、行政程序立法加强、行政立法体系日趋完善的特征。今后行政立法应坚持：维护法治统一、民主公开、权利义务对等、规范授权立法、正确处理当前目标与长远目标的关系、关注法律法规的时间效力、进行立法实验与评估等原则。
【英文摘要】In recent years,some new features have shown inadministrative legislation,such as strengthening of democracy,improvement of legislation techniques,enforcement oflegislation for administrative procedures,increasingconsummation of administrative legislation system.And thefollowing principles for administrative legislation should bepersisted:maintaining unification of ruling by law,democracyand openness,reciprocity of rights and duties,standardizationof authorized legislation,appropriate arrangement of therelationship between the present targets and long-term targets,emphasizing the validity of statutes and laws andimplementing test and assessment of legislation,etc.
