内容摘要：本文简要回顾了我国发展观的演进过程，分析了现阶段提出“科学发展观”的背景条件及其基本内涵。发展作为我国社会发展的首要目标，主要是指经济社会的进步和社会主体价值的提升。在此意义上，本文从政治经济学的角度，对“科学发展观”做了尝试性的诠释和解读，认为落实科学发展观的重心在于加强制度建设，使经济发展由制度效率提升逐渐转向结构效率提升。

A Plutonomic Annotation of The Scientific Development Conception
Abstract: Based on a retrospect of the evolution of China’s development conception since 1949, this paper analysised the background condition and the basic connotation of the scientific development conception. Development, as the first aim of China’s society, indicates the progress and development of society and the upgrade of personal value. According to this conception, this paper tentatively supplies a plutonomic annotation of the scientific development conception. It believes that the barycenter of carrying out the scientific development conception is to potentiate institution reform, so that the engine of the development of China will turn from institution efficiency to framework efficiency.
