1．西部开发应当放弃资源导向型战略？
1．1资源导向型发展道路是西部地区的必然选择
国家内部不同区域之间的经济联系有如不同国家的经济关系，应根据不同的资源禀赋发展自己具有绝对优势或相对优势的产业和商品，形成合理的分工，这样一来，每个地区都能得到更多的经济利益和更好的经济增长。
我国地域辽阔，由于地理位置、资源分布、发展阶段等诸多因素的原因，东西部经济具有很大的互补性，“西电东送”、“西气东输”、“西煤东运”和“西棉东调”，为东部地区的快速发展已经提供并将继续提供重要的资源保障。在经济发展的初级阶段，充分利用当地资源，“靠山吃山，靠水吃水”，充分体现了地区比较利益原则，发挥了地区比较优势的积极作用。西部地区在资金、技术、人才、管理、经济体制（计划体制的重灾区）等方面在国内都处于绝对的劣势，唯有在自然资源方面，具有相对于国内其他地区的相对优势。西部只有扬其所长、避其所短，充分发挥资源的优势，才能找到正确的发展之路。如果西部地区硬要照搬东部模式，既不是从实际情况出发，也是弃长用短的做法。西部的资源很丰富，这是开发西部地区的最大优势，资源导向型发展道路是西部地区的必然选择。
