摘要：随着网络技术的发展和教育技术的发展，使基于互联网的远程教育壮大和发展起来。远程教育的核心是教学资源的建设，将如何对教学资源的科学管理和高效应用提到了重要的位置。本文论述了一个教学资源管理应用系统的方案构想和初步系统设计。

abstract: with the growth of technology in network and education, tele-education based on internet is developing rapidly. it is so significant to manage and utilize the teaching resources efficiently since construction of teaching resources is the core of tele-education. this article provides a rudimentary design project of management of teaching resources application system.
