" the government does not work " and new environmental management mode analysis
   ——Introspection of " mode of Huaihe River "

   [abstracts]:This text adopts the introspection that is managed to Huaihe River, has summarized three prominent environmental questions in managing in Huaihe River that " the government does not work ", on the basis of analysing , have put forward the countermeasure and suggestion of structuring the new environmental management mode---- “totalization ”of environmental decision ；“marketization”of the environment controls；and “socializing ”of environmental improvement 。
