新闻媒体、公共决策与“协商民主”

[摘要]：若使民意影响决策形成制度，公共决策应以“协商民主”理论为指导去构建公民参与网络。为了有效构建公民参与网络，新闻媒体应在以下两个方面有所作为：大力实施媒介素养教育以培养公众参与公共事务的意识和能力、积极开展“公共新闻”运动为公众参与公共事务创造机会。

Abstract: A network of public engagement should be established under the guidance of “Deliberative Democracy” if we are to institutionalize the influence on public policy-making by public opinions. The effective foundation and function of public engagement requires the efforts from the Press in the following two aspects: to promote public engagement consciousness and capability through vigorous education of media literacy and to create public engagement opportunities through positive movement of public journalism.
