新闻媒体与“决策气球”

内容提要 随着政治、经济的发展，我国社会正逐步演进为“参与性社会”。在与公众利益密切相关的政策制定中，相关部门开始改变过去“谋”与“断”一步到位的政策制定模式，出现了通过施放“决策气球”来测试民意的趋势。本文通过回顾“延长退休年龄”的争论等事件，结合公共政策的相关理论，论证施放“决策气球”是有必要的。对此，新闻媒体应该跳出陈旧观念的樊篱，充分地运用“平衡”的报道策略，积极地、负责地参与报道。

Abstract As the economy develops and the politics improves, China has been gradually moving toward a “Participatory Society”. Government has been trying to drop the traditional decision-making mode of proposing and deciding at the same time, rather, it sets off a “balloon” to test the public response before finalizing a public policy that concerns the interests of most citizens. This essay reviews several debates on issues like “extending working tenures”, analyzes them through related public policy theories and justifies the necessity of releasing “policy balloons”. Press and media should discard the outdated conception, fully practice the balancing strategy and report actively and responsibly.
