公共利益原则与传播文明-对“黄金高事件”该不该报道的探讨

内容摘要：黄金高事件及其报道的探讨在新闻实践和学理方面都有重要意义。对于新闻工作者而言，不必等到事物完全清晰才报道，借助权威新闻源，在事物发展进程中报道事物和披露本质，符合新闻时效性原则的要求。在深层次方面，黄金高事件涉及到传播文明建设和公共利益原则的引入。公共利益原则是媒体披露某些信息的抗辩理由，公开传播是维护公众利益的最佳途径，同时也是反腐败的重要方式。政治系统应成为开放的系统，积极、主动地与外界进行信息和能量的交换。传播文明就是构建信息互动、循环的网络，形成政治系统与社会互动、反馈的良性传播生态。传播文明的建设将丰富和强化当前的反腐败体系。

[Abstract] A discussion on Huang Jin-gao case itself and a probe into its related report will bring about a certain practical effect both on journalistic practice and, on the study of journalism. As far as the journalists are concerned, it meets the requirements of the principles of “timely reporting ” to report events before everything is revealed with the help of authoritative news source, telling us what’s going on and what is likely to be the truth during the changing process. In the deeper layer, Huang Jin-gao case has being involved in the construction of communication civilization and the introduce of public interests principals. The public interest principle is the crucial demur reasons when the media reveal some sensitive information, and exoteric communication is the best way to safeguard the public interests and meanwhile acts as an important manner of anti-corruption. The political system should be open and be ready to exchange actively with the outside. Communication civilization aims to build an information-interactive and circulating network, forming a positive communication ecosystem for the political system to interact with the society and to feedback with each other. The construction of communication civilization will enrich and reinforce the current anti-corruption system.
