从突发事件报道看政府信息公开

摘 要：本文从回顾一些突发事件报道的失误入手，对我国现行的有关信息公开的政策性规定进行分析。文章指出政府信息公开制度是人民行使主权的先决条件，主要表现在信息公开是主权在民的体现，有助于公众参与社会事务，是最好的社会“防腐剂”。文章最后在分析《政府信息公开条例（起草稿）》某些条文的基础上，指出我国政府信息公开的立法将开创新局面。

Abstract: In retrospection of the inexpedient reports on some emergencies, this article has an analysis on the current domestic political regulations related to information publication. It points out that the governmental information publication system is the prerequisite for the people to excise their civil rights for the sake that, information publication embodies a power in people’s hand; it is helpful for the public to participate in social affairs and, it is the best social “antiseptic”. Finally, the article analyzes the Draft Regulations on Governmental Information Publication, pointing out that our legislation on governmental information publication is promising a new prospect.
