江苏省张家港市环境监察支队标准化建设达到了国家一级标准，标志着该市监察机构的人员素质和机构建设迈上了一个新的台阶，人员到岗到位、仪器配备齐全、执法程序规范、工作实绩显著，为地方环境行政执法工作打下了良好的基础。
环境监察是国家为适应经济与环境协调发展新形势而推行的一种专业环保执法形式。作为专业化环保执法队伍的环境监察机构，随着环保工作的深入发展逐渐完善壮大。该市环境监察部门近几年先后添置了一些声像设备和交通工具，建成了环境监察信息系统和烟气林格曼黑度远距离监视系统等；推行了环境执法公示制等一系列行之有效的规章制度，设立了公众举报电话并与110报警台联网，硬件装置和基础建设达到了一定的程度。
“三查两调一收费”是环境监察部门的主要职责，加大现场监督执法力度，调处各类信访纠纷和污染事故，坚持“依法、足额、全面”的原则前提动态收费，大力扶持了环保基础设施建设。该市“国家环保模范城市”殊荣的获得，环保生态城市建设的稳步推进，都是实施环境与经济协调发展战略，强化环境监察、坚持依法行政的结果。
